Met Éireann has issued a status-yellow weather warning for rain across Dublin, Carlow, Kilkenny, Wicklow, Wexford and Waterford.
Met Éireann said blustery rain with spot flooding will likely impact on travel. The warning is in place until 6pm on Thursday.
Trains between Dún Laoghaire and Pearse Station in Dublin remain suspended for the rest of Thursday due to a power issue with overhead lines, Irish Rail said in a statement.
Trains will operate between Greystones and Dún Laoghaire and from Malahide and Howth to Pearse, the rail service said.
